Whether your vaccination certificate needs attestation depends on where it was issued and where you plan to use it. A record issued in the UAE, such as a COVID-19 card from a Dubai Health Authority facility, is normally downloaded digitally. A record issued in the Philippines and meant for official use in the UAE is a different case: it generally goes through the Department of Foreign Affairs (DFA) apostille process in the Philippines, not through the Philippine Embassy.

This guide explains each route, the order of the steps, and the mistakes that get applications rejected. It is written for Filipino expats and OFWs who have a vaccination record and an authority, employer, school or foreign embassy asking for it to be “attested.”

TL;DR

  • Issued in the UAE? First check whether you can simply download it. COVID-19 and immunization certificates are available through the Al Hosn app and, for Dubai facilities, the DHA download page. Attestation is only needed if the receiving party asks for it.

  • Issued in the Philippines? Philippine public documents are authenticated with a DFA apostille. The Philippine Embassy in the UAE does not issue apostilles.

  • Attestation checks signatures and seals only. It does not confirm that the medical details are correct, and the UAE Ministry of Foreign Affairs (MoFA) rejects documents missing the prior certification from the local issuing body.

  • Never laminate, staple or bundle. Each certificate is processed on its own.

  • Ask the requester which stamp it wants. “Attested,” “apostilled” and “legalized” are often used loosely.

What “attestation” means for a vaccination certificate

Attestation is a chain of verification. Each authority confirms the signature and seal of the one before it, until the document carries a stamp the destination country recognizes. According to the UAE Ministry of Foreign Affairs, attestation certifies the authenticity of signatures and seals on documents issued inside or outside the UAE.

Two points matter for a health record.

First, MoFA officials stress in their FAQ that attestation confirms signatures and seals, not the accuracy of the underlying information. A stamped vaccination certificate tells the receiving office that the clinic’s signature is genuine. It does not tell them the dose dates are right, so make sure the record is correct before you start.

Second, the same FAQ explains that MoFA rejects applications lacking the foundational attestation from the local governing body. For a medical record, that means the health authority that issued or certified it. Skipping that first layer is the most common reason a health document comes back.

First check: do you need attestation at all?

Many people spend money on attestation when a free download would have done the job. Before you start, ask the person requesting the certificate three questions:

  1. Which country will use the document? UAE authorities, a Philippine agency, a school abroad and a visa office can all want different things.

  2. Which stamp do they accept? An apostille, a MoFA stamp or a digital verification (QR code).

  3. Does a digital certificate with a QR code qualify? Many offices accept it as is.

Get the answer in writing if you can. An email saying “apostille from the issuing country is required” saves you from paying for the wrong stamp.

Route 1: Vaccination records issued in the UAE

If you were vaccinated at a UAE facility, start with the official digital sources.

Al Hosn and UAE PASS

Al Hosn is the national digital health platform for vaccination history and immunization certificates, according to the DHA. It lets you generate a certificate for travel or for situations where vaccination proof is required, and share your children’s vaccination history.

DHA download for Dubai facilities

Residents vaccinated at Dubai Health Authority facilities can download a vaccination card using an MRN number, Emirates ID or passport number. The DHA states that its COVID-19 vaccination certificates are issued free of charge.

When a UAE record does need attestation

If a foreign embassy, university or employer abroad insists on an attested UAE record, the route runs through MoFA. The ministry’s digital attestation service covers specific document types, including medical reports, provided they carry a digital verification feature such as a QR code or barcode. In the MoFA system, the path is set automatically: digital attestation or courier-based physical attestation, depending on the issuing authority.

Practical tips:

  • Check your certificate for a QR code or reference number before you apply. Digital-only submission is much faster than the physical route.

  • Applications go through the MoFA website or smart app.

  • If the document needs further attestation by the UAE mission in the destination country, MoFA describes that as part of the same service.

Route 2: Vaccination records issued in the Philippines

This is where most Filipinos in the UAE get confused. Perhaps you have a childhood immunization record, a yellow card or a certificate from a Philippine health office, and a UAE office wants it authenticated.

The apostille replaced the Red Ribbon

The Philippines joined the Apostille Convention on May 14, 2019. According to the DFA Office of Consular Affairs, Philippine documents meant for use in a convention country must be apostillized by the DFA. The UAE is the destination here, and apostilled Philippine documents generally do not need further legalization by the UAE Embassy in Manila.

Philippine DFA apostille route for UAE use

The Embassy does not apostille or legalize

The DFA’s question-and-answer guidance clears up a persistent myth. The Philippine Embassy in the UAE is not authorized to issue an apostille and generally does not legalize apostillized Philippine documents. The apostille already provides the international authentication.

So if someone tells you to take a Philippine vaccination record to the Philippine Embassy in Abu Dhabi or the Consulate in Dubai for “attestation,” push back politely and ask what exactly the receiving office wants.

Apostille applies to public documents

An apostille authenticates the origin of a public document. A record signed by a private clinic may first need to be certified or issued through the proper government office before it is eligible. Ask the issuing health office, or the DFA, which documents it accepts for apostille. We do not want to guess here, since requirements vary by document type and issuer.

Typical order of steps

  1. Obtain a recent certified copy of the record from the issuing Philippine office.

  2. Complete any pre-authentication the issuer or DFA requires.

  3. Have the DFA apostille it in the Philippines. Someone you trust in the Philippines can often handle this with proper authorization, but check the current DFA rules.

  4. Send the apostilled original to the UAE.

  5. If the UAE receiving party also wants a MoFA stamp, confirm that in writing first, then follow MoFA’s process.

Route 3: Records from a third country

If you were vaccinated elsewhere, for example in Saudi Arabia, Singapore or Hong Kong, neither the DFA nor the Philippine Embassy is involved. The record goes through the authentication chain of the country that issued it, ending with its foreign ministry or apostille authority, and then the UAE mission or MoFA, depending on that country’s status under the convention. Check with the issuing country’s foreign ministry, because the procedure differs by country.

Mistakes that get documents rejected

Laminating the document

MoFA strictly rejects laminated documents, and peeling off the lamination can damage the original and make it ineligible. If yours is already laminated or damaged, get a fresh certified copy from the issuing authority.

Stapling documents together

Bundles and stapled sets are not accepted. Each certificate is processed and attested individually, so fees and steps apply per document. If you need your vaccination record, birth certificate and diploma attested, budget for three separate transactions.

Skipping the prerequisite stamp

The local certification comes first. Going straight to MoFA with an uncertified clinic printout is the quickest route to a rejection.

Confusing legalization with attestation

The words are used interchangeably in daily conversation, and they are not the same thing in every context. Our comparison of document legalization vs attestation explains the difference, and our post on avoiding rejection at the UAE Embassy covers the errors we see most often.

Paying for something you could download

A UAE COVID-19 certificate costs nothing from the DHA. Pay an agent only for steps that cannot be done by you in a few minutes online.

Related requirements Filipinos often meet together

A vaccination certificate rarely travels alone. Filipinos in the UAE tend to need several documents in the same period:

  • Police clearance. The Philippine Embassy in Abu Dhabi notes on its NBI Form No. 5 page that, under UAE Cabinet Decree No. 1/8 of 2017, new foreign workers applying for a UAE work visa must secure a Certificate of Good Conduct from their home country.

  • Education documents. Diplomas and transcripts follow their own sequence, which we describe in our school document apostille guide.

  • Civil documents. Birth, marriage and death certificates are the usual companions. See our post on DFA apostille for death certificates as an example.

If you are preparing several documents at once, plan the order and keep each document flat, unlaminated and separate. Our Philippines document attestation guide for UAE expats lays out the general workflow.

Our perspective

In our work with Filipino expats in the UAE, the problem is rarely the paperwork itself. It is the vocabulary. A clinic, an HR officer or an immigration typist writes “attestation required,” and the client assumes a trip to the Embassy. In most Philippine-document cases the real answer sits with the DFA apostille, and the Embassy is not the place to get it.

Our perspective — overview diagram

Our advice is to settle the question before you spend anything. Find out which country will use the document, which authority is asking, and exactly which stamp it accepts. Then work backward from that stamp to the starting document. A vaccination record is a small piece of paper with a long chain behind it, and a missing first link costs weeks.

We also tell clients when they do not need us. If a free Al Hosn or DHA download satisfies the requester, use it. Our value is in the cases that need careful handling: Philippine documents headed for the UAE, UAE documents headed abroad, and bundles of several documents that all must be processed separately and correctly.

Preparation checklist

Before you submit anything, run through this list:

  • Written confirmation of which stamp the requester accepts.

  • The original or a fresh certified copy, not laminated and not damaged.

  • The issuing authority’s own certification, where required.

  • One document per application, never stapled to another.

  • A QR code or reference number checked, if you are using MoFA’s digital route.

  • Copies of your passport and Emirates ID ready for any application form.

  • Enough time before your deadline, since each stage runs in sequence and you cannot start the next until the previous one is done.

FAQ

Does the Philippine Embassy in the UAE attest vaccination certificates?

For Philippine public documents, the DFA’s guidance says the Embassy is not authorized to issue an apostille and generally does not legalize apostillized documents. The authentication happens through the DFA apostille in the Philippines. If a requester insists on an Embassy stamp, ask them to confirm exactly what they need.

Can I get my UAE COVID-19 vaccination certificate without attestation?

Yes. You can generate it through the Al Hosn app, or download it from the DHA site if you were vaccinated at a Dubai Health Authority facility. The DHA says these certificates are free of charge. Attestation only matters if a body abroad or an agency specifically asks for it.

Why was my attestation application rejected?

The usual causes are a laminated or damaged document, stapled documents, or a missing prerequisite certification from the issuing authority. MoFA also reminds applicants that attestation covers signatures and seals, not the accuracy of the content. Obtain a fresh certified copy if the original is damaged, then restart in the correct order.

Can I attest several documents together?

No. Each official certificate is attested individually, so fees and processing steps apply per document. Keep them separate and unstapled, and plan your budget for each one.
