A Good Conduct Certificate, also called a Police Clearance Certificate, is the UAE police document that confirms you have no criminal record. Start your good conduct certificate UAE application through the Ministry of Interior (MOI) app, Dubai Police, or DubaiNow, signing in with UAE Pass. Digital issuance often arrives within a day, and fees apply.

TL;DR:
  • Choose MOI for federal applications, Dubai Police for current or former Dubai residents, and DubaiNow if you already use it; select language and purpose carefully.

  • Applicants abroad need a fingerprint card attested by the UAE embassy, a passport copy and former UAE residence permit copy, and possibly local police documentation.

  • Dubai Police charges AED 100 for citizens, AED 200 for residents, or AED 300 abroad, plus AED 20; applying in person adds AED 100.

  • Digital certificates usually arrive within 24 hours, while courier delivery can take five working days; choose digital when your deadline is tight.

  • Validity periods vary by requesting authority, so confirm its acceptable window and apply close enough to your deadline that the certificate remains valid.

Who needs a good conduct certificate and when

You will most likely be asked for one when a government office, employer or school wants proof of a clean record. Common situations include:

  • Starting a new job in the UAE or abroad

  • Applying for a visa or immigration status

  • Getting a professional license

  • Enrolling to study overseas

  • Responding to a government or court request

Current residents and citizens can apply, and so can former residents and people living outside the country. Validity requirements vary, so time your application close to your deadline and confirm the acceptable window with the office that requested it.

Official channels for a UAE police clearance certificate

You can apply online through the MOI app, the Dubai Police website or app, or DubaiNow, usually authenticating with UAE Pass. That avoids most physical visits. Here is when each one fits:

  • MOI UAE app or website: the federal route, suitable for residents across the country.

  • Dubai Police website and app: built for current and former Dubai residents, with Smart Police Stations and drive-through centers as extra options.

  • DubaiNow: convenient if you already manage other Dubai services there.

  • Police service centers: available if you choose in-person submission, which costs extra.

Before you pay, check the language you want on the certificate (English or Arabic) and pick the right purpose: use inside the UAE or outside it. Choosing wrong can mean reapplying.

Documents you need to apply

Residents inside the UAE usually prepare:

  1. A valid Emirates ID

  2. A copy of your passport

  3. Any photo or other supporting document requested by the application portal

  4. Any beneficiary declaration or form the portal asks for

Former residents or applicants outside the UAE usually prepare:

  1. Any fingerprint or attestation requirements listed on the application portal

  2. A copy of your last UAE visa or residence permit

  3. A copy of your passport

  4. Any additional documents requested by the application portal

Check that your passport and ID have not expired before you start. If a document is in another language, expect to need a certified translation. A missing or expired item can cause an application to stall.

Fees, processing time and delivery

The Dubai Police service page publishes these fees: AED 100 for citizens, AED 200 for residents, and AED 300 (or $88) for people applying from outside the country. A Knowledge & Innovation fee of AED 20 applies, and applying in person at a service center adds AED 100.

Certificates meant for use outside the UAE carry a separate Ministry of Foreign Affairs (MoFA) attestation fee of AED 300, and fees are non-refundable. Budget for it up front if your destination country will ask for an attested copy.

Digital delivery is normally issued within 24 hours, while courier delivery can take up to five working days. If you are racing a deadline, choose digital.

How to apply from outside the UAE or as a former resident

The extra step is your fingerprints. You need a fingerprint card, and it must be attested by the UAE embassy in the country where you live. Start this early, because embassy appointments can take longer than the online application itself.

  • Submit the attested fingerprint card with your passport copy, your last UAE visa or residence permit copy, and two photos.

  • Depending on the country, you may also be asked for certified fingerprints or a local police report.

  • A relative or representative in the UAE can sometimes file the request for you, provided they carry the supporting documents.

Because requirements vary, confirm the current list on the official page before you pay anything.

Step-by-step: applying through MOI and Dubai Police

Following the MOI flow reported by Gulf News:

  1. Download the MOI UAE app and log in with UAE Pass.

  2. Open Services and choose the clear criminal record certificate service.

  3. Fill in your details, choose inside or outside the UAE, and select the purpose.

  4. Pick your language and delivery method.

  5. Pay by card and save your transaction number.

For Dubai Police, use the Dubai Police smart app or website and follow the same pattern. Visit a Smart Police Station only if biometrics or document pickup is required.

Pro Tip: Screenshot your transaction number and receipt right after payment, since you will need it to track the request or resolve a delay.

Attesting and using your certificate abroad

If the receiving country wants an attested copy, the next move after you receive your certificate is MoFA attestation.

  • Pay the MoFA attestation fee, which is an additional cost on top of the certificate itself.

  • Check whether the destination requires embassy legalization after MoFA.

  • Ask whether English is accepted or whether Arabic plus a certified translation is needed.

  • Confirm all of this with the requesting authority before you attest, so you do not pay twice.

Our guide to UAE visa attestation for Filipino expats walks through the sequence in more detail.

A practical view for Filipino expats

Use the digital channels wherever you can, and if you apply from abroad, begin the fingerprint attestation first because it is the slowest step. Check the validity period accepted by the requesting authority and time your application so the certificate remains valid when needed. If you would rather hand off the paperwork and courier steps, a managed service saves real time.

FAQ

What is a good conduct certificate?

It is an official document from UAE police confirming you have no criminal record or pending convictions in the country. It is commonly required for employment, study, immigration and professional licenses.

Is a police clearance certificate mandatory?

It is not required of everyone, only when an employer, school, licensing body or immigration authority asks for it. Check with the requesting office first, since some will specify the exact type and validity they accept.

How can I get a good conduct certificate in the UAE online?

Download the MOI UAE app, sign in with UAE Pass, choose the clear criminal record certificate service, and complete the form and payment. Dubai Police and DubaiNow offer the same online route for Dubai residents, as the UAE government portal explains.

How do I attest educational certificates in the UAE and abroad?

Educational certificates follow a separate attestation chain from a police certificate, usually involving the issuing institution, the relevant ministries and the destination country’s embassy. Our guide to who can attest documents explains the roles involved.
